We are seeking an experienced MIS and Compliance Manager with a strong understanding of funding and delivery rules across the education and skills sector. The ideal candidate will have proven expertise in processing ILR data and funding claims, ensuring the accuracy and integrity of all submissions. The postholder will be responsible for validating evidence, maintaining compliant learner records, and supporting robust internal processes that underpin error-free claims with our funding partners. This role is critical in safeguarding contractual performance, driving data quality, and ensuring full compliance with regulatory requirements.
This is a fixed term contract for 12 months, with the potential to be extended, or made permanent.

Key Responsibilities:
Data Management & ILR Processing
- Oversee the complete ILR (Individualised Learner Record) cycle, ensuring accuracy, completeness, and adherence to Funding body rules.
- Manage ILR uploads, error resolution, and monthly/period-end submissions.
- Ensure all learner data is captured, maintained, and updated in line with funding and delivery requirements.
- Conduct routine data audits to identify inconsistencies or missing data and implement corrective actions.
- Maintain and develop reporting dashboards to support internal performance monitoring.
Compliance, Audit & Quality Assurance
- Ensure all funding claims are compliant, auditable, and supported by robust learner evidence.
- Validate eligibility documents, learning activity, progression, and achievement evidence to safeguard against audit risk.
- Maintain a comprehensive evidence matrix and ensure all records meet funding partner standards.
- Prepare for external audits and lead on internal audit processes, including responding to audit findings and implementing improvement actions.
- Monitor changes to funding rules, contract requirements, and regulatory guidance, communicating impacts to leadership and delivery teams.
Funding Claims & Performance Tracking
- Manage the timely and accurate submission of all monthly and final funding claims.
- Work closely with delivery, operations, and finance teams to ensure claims are aligned with contractual performance and compliance expectations.
- Analyse data trends to identify risks, underperformance, or opportunities to maximise compliant funding.
- Produce regular reports on and maintain performance forecasts.
Systems Administration & MIS Development
- Oversee and optimise the organisation’s MIS platform(s), ensuring functionality supports delivery and compliance.
- Support with system upgrades, configuration improvements, and workflow optimisation to enhance data quality and operational efficiency.
- Train staff on MIS usage, evidence requirements, and data input standards.
- Act as the primary point of contact for MIS support, troubleshooting, and colleague liaison.
Cross-Functional Collaboration
- Work collaboratively with programme managers, delivery team members, and administrative staff to ensure data accuracy and evidence completeness.
- Provide expert guidance on funding rules, compliance risks, and best practice.
- Provide MIS and compliance data reports and intelligence to inform senior leadership meetings and strategic discussions.
- Support new programme onboarding by ensuring systems, processes, and compliance frameworks are established from the outset.
Required Skills and Experience
Essential:
- Proven experience in a MIS, compliance, or data-management role within the further education, apprenticeships, or skills sector.
- Strong understanding of both devolved and non-devolved funding rules, audit requirements, and ILR specifications.
- Demonstrable experience processing ILR data, resolving errors, and submitting accurate funding claims.
- Ability to validate eligibility and evidence to maintain fully compliant learner records.
- Strong analytical skills with the ability to interpret complex guidance and apply it operationally.
- High level of attention to detail and a commitment to data accuracy.
- Extensive experience using skills MIS platforms (e.g., PICS, Maytas, Aptem, or similar).
- Excellent organisational and time-management skills with the ability to manage competing priorities.

- Experience preparing for and supporting external audits.
Desirable:
- Experience working across multiple funding streams (Bootcamps, Adult Skills, Apprenticeships, commercial programmes, etc.).
- Knowledge of Ofsted requirements relating to data and learner records.
- Experience developing MIS policies, process maps, or compliance frameworks.
- Understanding of digital skills, tech training, or vocational programme delivery.
