Role Overview
We are seeking a strategic and experienced Programmes and Partnerships Lead to support and coordinate IN4 Group’s expansion in the Liverpool City Region. This role will support the growth and mobilisation of a portfolio of programmes, including:
- The Creative Engine (TCE) – TCE Community Studio programme for freelancers – starting with the delivery of borough-wide engagement events.
- The Power of MIND (Mums in Data) – empowering stay at home mums back into employment through upskilling in data and matching them with local in demand local data roles.
- MWMW – supporting productivity in businesses through upskilling in AI and emerging technologies.
The postholder will play a key role in stakeholder engagement, programme mobilisation, and ensuring high-impact growth across the region.
Key Responsibilities
- Lead the operational setup and support the mobilisation of IN4 Group’s programmes in Liverpool, ensuring alignment with regional needs and strategic goals.
- Oversee the launch of the TCE Studio Freelancer programme in Liverpool and coordinate engagement events across the LCR boroughs.
- Support the mobilisation and growth of The Power of MIND and MWMW programmes in the region.
- Build and maintain strong relationships with key stakeholders, including local authorities, community organisations, funders, and industry partners.
- Manage programme budgets, contracts, and resources across multiple workstreams.
- Represent IN4 Group at regional forums, stakeholder meetings, and public events.
- Scope and negotiate new project briefs with clients and partners.
- Produce high-level evaluation reports and insights to inform decision-making and showcase programme value.
- Ensure compliance with internal governance, safeguarding, and data protection policies.
Required Skills and Experience
- Proven experience in programme or project management, ideally within the creative, digital, skills, or community engagement sectors.
- Strong leadership and stakeholder management skills, with experience working across diverse communities and boroughs.
- Track record of working across multi-strand programmes with measurable outcomes.
- Excellent relationship-building skills with confidence in engaging senior stakeholders.
- Strategic thinker with the ability to adapt delivery models to local needs and opportunities.
- Financial acumen with experience managing budgets and contracts.
- Passionate about creativity, innovation, and inclusive access to industry opportunities.
- High attention to detail with strong communication and customer service skills.
