We are seeking a Delivery and Performance Manager to be responsible for taking the operational leadership of the programme management team, overseeing the full learner journey across our apprenticeship and commercial learning portfolio - from recruitment and onboarding through to achievement and post-course progression. This leadership role ensures that provision is delivered to the highest standards, performance targets are consistently met, and continuous improvements are embedded to enhance learner and employer outcomes. The ideal candidate is an experienced education and skills professional with a proven ability to manage complex delivery operations, lead high-performing teams, and drive excellence in quality, compliance, and learner experience.

Key Responsibilities:
Leadership and Team Management
- Lead, manage, and develop the programme management team, setting clear objectives and ensuring accountability for performance and learner outcomes.
- Foster a high-performance culture where staff are motivated, supported, and equipped to deliver outstanding provision.
- Provide coaching and professional development opportunities to build team capability in programme delivery, compliance, and learner support.
Programme Delivery Oversight
- Take operational ownership of the full learner journey, from recruitment and onboarding through to progression and post-course outcomes.
- Ensure delivery models are efficient, scalable, and learner-centred, with systems in place to monitor engagement, retention, and achievement.
- Oversee the coordination of teaching, learning, and assessment activities, ensuring a consistently high-quality experience for all learners.
Performance and Outcomes
- Establish and manage a robust performance framework with KPIs covering learner outcomes, retention, achievement, progression, and employer satisfaction.
- Monitor delivery performance against targets, producing regular reports and insights for the Director of Programmes and senior leadership.
- Drive a culture of continuous improvement, identifying and addressing performance gaps through timely interventions and action plans.
Quality and Compliance
- Ensure all provision meets the requirements of Ofsted, funding body, awarding bodies, and other regulatory frameworks.
- Oversee the development and maintenance of robust systems and processes to guarantee compliance and mitigate risk.
- Work closely with the Director or Quality and Curriculum and Head of Contracts and Compliance to drive internal quality assurance, self-assessment reporting, and preparation for inspections, audits, and external reviews.
- Embed safeguarding, equality, diversity, and inclusion throughout all aspects of programme delivery.
Commercial and Stakeholder Engagement
- Work with internal teams to ensure programme delivery is commercially sustainable and aligned to business objectives.
- Build strong relationships with employers, partners, and stakeholders to ensure programmes meet individual and workforce needs and add value.
- Provide leadership in capturing learner and employer feedback, sharing insights to improve programme design and delivery.
Systems and Processes
- Develop and maintain effective operational systems for enrolment, learner tracking, reporting, and progression management.
- Ensure data integrity and compliance across management information systems, enabling accurate funding claims and reporting.
- Continuously refine processes to improve efficiency, scalability, and learner experience.
Required Skills and Experience
- Significant senior leadership experience in programme and contract management within the adult skills, apprenticeship, further education or commercial learning sector.
- Strong leadership and team management capabilities, with a track record of motivating high-performing teams.
- Proven experience overseeing large-scale programmes with multiple stakeholders, workstreams, and deliverables.
- Strong knowledge of the Ofsted Education Inspection Framework (EIF) and wider regulatory and compliance standards.
- In-depth understanding and experience of national and local funding body rules and regulations.
- Excellent record of fostering and nurturing stakeholder relationships, both internal and external.
- Commercial acumen, with experience balancing educational excellence with programme viability and growth.
- Strategic thinker with the ability to design scalable delivery models and drive operational improvements.
- Financial acumen with experience managing budgets, contracts, and commercial negotiations.
- Excellent analytical, problem-solving, and decision-making abilities, with a focus on continuous improvement and impact.
- Highly developed communication and influencing skills, with the ability to inspire teams, engage learners, and present confidently to senior leaders and Board members.
